ICS2 and the Importance of Submitting Accurate Data

The new European Union pre-arrival safety and security programme, Import Control System 2 (ICS2) will come into force on 1st March 2023 as a mandatory procedure for Economic Operators shipping goods to or via EU by air. It’s important to bear in mind, however, that submission of accurate data will play an important role to keep EOs compliant with the new requirements. Entry Summary Declaration (ENS)

Pre-loading requirements involve submitting an Entry Summary Declaration (ENS) to the customs authorities through EOs. If the necessary data have not been submitted to ICS2 due to inaccuracy or misdeclaration, consignments/cargo will be stopped at EU Customs border.

Starting with a correct HS Classification, additional goods details need to be provided in the ENS in order to fulfil the set of data required. The below steps will follow the ENS analysis.

  1. Submit the ENS to customs through Economic Operators; 
  2. Safety and security risk analysis performed by customs; 
  3. Status notification from the carrier or their representative; 
  4. Final goods screening by customs.

  • Release 1 – March 15, 2021: Mail/express shipments (pre-loading)
  • Release 2 – March 1, 2023: Air general cargo and Mail/express shipments (full)
  • Release 3 – March 1, 2024: Maritime, Road, and Rail
