Switzerland and Norway have joined EU’s Import Control ICS2

The EU’s new security and safety programme have welcomed two EFTA members: Switzerland and Norway. The EU–Switzerland Joint Committee decision ensure Switzerland and Norway apply the same security and safety measures as the EU. As a result, trade between the two countries and the EU does not require entry or exit summary declarations.

WHAT IS ICS2?

ICS2 is the new European Import Control System aligned with the UCC – ​Union Customs Code program that will replace the current ICS. The system focuses exclusively on ensuring stricter pre-arrival security and safety measures for the protection of people and local businesses against external threats.

Senders need to submit a minimum set of data to EU Customs before loading goods onto the aircraft, along with a complete set of data before goods arrive in the EU. There are two options to provide data:

1- Logistics Companies and Express Couriers – provide data for each consignment to their air carrier or send data directly to ICS2.

2- Air Carriers – need to arrange with customers – logistics or express couriers, to submit data to the ICS2 system directly. When goods arrive in the EU, customs need to be notified that goods are available for security and safety control. 

Switzerland and Norway

Switzerland and Norway have agreed to apply the same security and safety measures in force in the EU, including being part of ICS2, and therefore trade between these countries and the EU will be exempt from the requirement to lodge entry and exit summary declarations. Switzerland and Norway will also apply equivalent standards for the Authorised Economic Operators, including security and safety standards and facilitation measures in respect of security-related customs controls.

This will ensure both the continuation of smooth flows of goods between both countries and the EU, and thus the facilitation of the legitimate trade and a high level of security in the supply chain.
